As long as the tank has an OPD valve and is "in test", he should have
no problem filling it. An aluminum tank is probably safer than steel
because it's impossible for it to rust, causing weak spots.
The only thing they do to recertify the tank for 5 more years is to
inspect it, presumably with the valve removed so they can look at the
inside. If the tank is hydrostatically tested, it's good for 12 more
years, just like it was when it was new.
