I've not seen any hazard lights cause a pulse in brake
controllers since the late 70's. Your gmc has a 6 pin
wiring harness specifically for a brake control, plugs
into a box up against the firewall inside the cab to
the left of the brake pedal, should have come in a bag
in the glove box along with 2 30 amp fuses taped to
it, at least thats how the 2001 was equipped.

On your '95 the red wire to the brake control should
have been connected to a white wire coming off the
stop-light switch.
