Gary, I've used Navel Jelly for similar applications in the past. You paint it on and it neutralizes the rust and puts down a base coat that can be painted over. I would assume it is available at Wal*Mart, Lowes or Home Depot. Sam Smith 1999 Safari 27 ft.
