No, that's not a safe assumption.  Sometimes a pump can retain maybe 
a half cup of water, which freezes and ruins the pump.  My manual 
(1995 Excella 28') discusses this in connection with winterizing.  
They say simply to take the outlet connection off and run the pump 
for a short while; the water can be collected with a rag, as it's not 
much.
