I did notice on my recent CA trip that the gas in CA doesn't smell like gas 
elsewhere.  All the extra polution laws in CA have made the refiners do 
things to the gas that they don't have to do in the other states.  I assume 
this accounts for a part of the price difference.  I didn't notice the 
reformulated CA gas decreasing my mileage.
