I should have said an "in-transit permit".
The following may shed some light on this.   Note the fees and 
paperwork.  That's why many people ignore it.  But you can get 
burned...

This is from the NY State Dept of Motor Vehicles site FAQs, and 
discusses what is necessary for NY residents.  I searched the Mass RMV 
website but couldn't find a citation.

How do I obtain a temporary registration to move my vehicle within NYS 
or to another state?

     New York State does not issue "temporary registrations," but does 
issues intrastate and interstate in-transit permits
     (MV-639ITP) which are used only to move a newly acquired vehicle 
from one point in NYS to a location where it
     will be registered. 

     An in-transit permit may not be used as a substitute for or 
extension of a current or renewable NYS registration. If the
     vehicle is currently registered in your name, or a registration 
in your name expired within the last year, you may not
     apply for an in-transit permit. Use the current registration or 
renew it if it expired within the last year. An in-transit
     permit is a paper permit displayed in the vehicle's rear window. 

     INTRASTATE IN-TRANSIT PERMIT -- The permit is good for 30 days 
and allows you to transport a vehicle from one
     point to another within New York State. Example: You buy a 
vehicle from a seller in another part of NYS and need to
     transport it home before you register it.  The permit fee is $10.

     INTERSTATE IN-TRANSIT PERMIT -- The permit is good for 30 days, 
and allows you to transport a vehicle from New
     York State to another jurisdiction in which it will be 
registered. Example: You buy a vehicle from a seller in NYS,
     but you live in or are moving to another state and intend to 
register it there. The permit fee is $10.

     (Important Note to Massachusetts Residents!  Massachusetts does 
not recognize the NYS in-transit permit. According to the
     MA Registry of Motor Vehicles, operating your vehicle in MA with 
an in-transit permit may result in a ticket for operating an
     unregistered vehicle which, in turn, voids the insurance on the 
vehicle. If that happens, Massachusetts enforcement personnel
     can impound the vehicle for not being insured. You should 
register your vehicle in MA before bringing it into MA. For further
     information, contact the MA Registry of Motor Vehicles.) 

     To obtain an intrastate or interstate in-transit vehicle permit 
you must have :

     Proof of Insurance: You must show proof of insurance in the form 
of a NYS Insurance ID Card. If you use an FS-75,
     76 or 77 Insurance ID card , it must be presented to DMV within 7 
days of being prepared, have "in-transit" or
     "in-transit permit" printed or written on it AND you must have an 
In-transit Cancellation Authorization form (not a DMV
     form) from the insurance agent or broker who prepared the card.  

     If applying for an interstate in-transit permit only, as a 
non-resident of NYS, you may instead provide a letter from an
     out-of-state insurance company, agent or broker on the company, 
agent or broker's letterhead. The letter must contain
     the name of insurance company and policy number for the 
out-of-state resident (non-resident only) as well as the
     following information:

          Name and address of agent/broker 
          Name of insurance company 
          Policy number and expiration date 
          Effective date 
          Insured person's name and address 
          Vehicle information, including VIN, make, and model. 
          The letter must be an original or a FAX sent directly to a 
DMV office by the insurer.  A photocopy is not
          acceptable.  Only an insurance letter for a non-resident 
applying for an interstate permit may be
          faxed.  All insurance ID cards submitted must be original. 

     Proof of Ownership: Usually, this is the title certificate signed 
over to you by a private seller, or an auto dealer's
     bill of sale (MV-50) plus the prior owner's title or a 
manufacturer's certificate of origin. If applying for an interstate
     in-transit permit, the proof of ownership will be given back to 
you after it is examined at the DMV office. If applying for
     an intrastate permit, the proof will be kept so a NYS title may 
be issued.

     Proof of Identification: You must show proof of identification.  
Applications brought into an office by a 2nd party
     (someone other than the registrant) will require both parties 
original NYS license/permit/non-driver ID (photocopy
     of the owner's license is acceeptable). If either party does not 
have a NYS license/permit/non-driver ID, the registrant
     must process the work in person.  Remember that the person 
applying must sign the forms, not the person bringing
     the forms in to the office.   

     Sales Tax:  If applicant for interstate permit is a NYS resident, 
proof of sales tax payment or purchase price to pay
     tax at the DMV.

     Application Form: Complete form MV-82ITP.

     Also Required for INTRASTATE in-transit permits only: 

          Sales Tax: Proof of sales tax payment or purchase price to 
pay tax at the DMV. 
          Title Fees: Pay $5.00 title fee, plus $5.00 for each 
lienholder to be listed on the title (in addition to $10 permit
          fee). Your proofs of ownership must be submitted with the 
application and are kept by DMV so a NYS title may
          be issued. 
          Registration: When the vehicle has been transported to the 
location within NYS where it will be registered,
          apply for registration at a DMV office using form MV-82. You 
will pay registration and plate fees, and we will
          issue your plates and registration documents, at that time.
