In order for the tanks to have been damaged by freezing they would have 
to have been full of water. Residual water would not cause damage to the 
tank. More likely the plumbing has been damaged. A big
project but not impossible. Replacing the tanks however is another 
matter. Airstream no longer has either tank. You would have to go after 
market.  You will not know if the tank is repairable until
you get it out.
