 This is a STATE issue, and varies:

I can buy a car in Ohio and get a temporary tag from the dealer. I can
then drive the car for up to 30 days before applying for a permanent
title from Michigan, at which time I pay the sales tax. Ohio issues a
special pink title that is only good for applying for a new title, not
buying plates.

In most States, they BUYER pays the sales tax, not the seller.

And, although I've used any ol' trailer plate that I happened to have
laying around, it's not really a good idea. It might prevent being
stopped and questioned ("Why don't you have a plate on this trailer?"),
it could get you into a world of trouble if you WOULD happen to be
stopped.
