Hi Mary   Most campground do charge a fee for someone to come in off the 
road to use their dump.....many rest areas along the Interstates have 
dumps.....sometimes
the only way I have found one is to call the local police or sheriff 
they usually know where they are located.    some "free camping" books 
list where they are.   In some communities the Public Works
Dept have dump facilities.   You really don't want to drive far with a 
full black water/grey tanks  since water sloshes and puts a strain on 
the supports for those tanks.     Pearl in SoCal
