A friend of mine works at the Wastewater Treatment plant in our town. 
She says if an RV pulls into one of these, they let them dump for 
free. She goes to conferences, etc, and the consensus is this is 
pretty common practice.  Every town has a wastewater treatment 
facility, so I suppose you could just ask around in the town you're 
in.
