     I believe the law says that they can be refilled with the old 
valves at this time (perhaps up through April 1, 2002?); but it has 
been illegal for some time to *re-certify* them without the OPD 
valves.  Of course, there are dealers, and there are dealers.  I 
think I'll comply, coward that I am.
