You are still correct.  Worthington, who makes Airstream's cylinders, 
has told me that they simply can't figure out how to get both the 
gauge and the OPD float in the bottle in the same space.  But all 
this is easily dealt with by using an automatic changeover regulator. 
 
Also, it isn't just the OPD police people should be worried about.  
If you are outside Texas and go to get your bottles filled and you 
come across a law-abiding propane dealer, you will face the hassle of 
being turned away.  This might even happen in Texas if you come 
across a law-abiding dealer.  ;-)
