Bill,

You are correct.  When you drop the trailer's ball hitch on the tow
vehicle's hitch ball, 100% of tongue weight will be resting on the hitch.
Towing tongue weight can be adjusted by tensioning (or slacking) trunnion
(spring) bars distributing more or less tongue weight to tow vehicle and
trailer axles.

Static trailer tongue weight can be adjusted by adding, deleting, or moving
weight within the trailer.  Also, the smaller and lighter the trailer, the
more effect trailer loading such as fresh water, tools, canned goods, etc
will have on hitch weight.
