Bill,

The weight distributing hitch will only move the weight that is already
on the tongue.  The operative word here is "distributing".  Since the
trunnions lift the weight off the rear wheels of the tow vehicle and
distribute it to the front wheels, (and trailer wheels) by tensioning,
you have no way of "loosening" them enough to take weight from the
trailer axles, or the front of the tow vehicle and put it on the tongue.

Think of it like a wheelbarrow.  If it's empty, pushing down on the
handles won't make it full.
