Let me clarify so I'll be sure we are talking about the same things.
Are you attempting to remove the holding tank cover itself, or the angle
iron supports that run across the trailer, side to side, at the bottom edge
front and rear of the holding tank cover?
I have only removed two holding tank covers and tanks and one water tank
cover and tank.
The vintage trailers ('66 and '72) that I have worked on simply force the
holding tank cover up tightly against the plywood floor of the trailer and
hold it in place with two pieces of angle iron across the front and rear
bottom sides of the holding tank. No bolts to hold the tank to the floor in
the ones I've seen.
However, on a '93 fresh water tank, the cover has a series of bolts all
around the perimeter of the tank but, if I remember correctly, the bolts
attached to captive nuts or threaded holes in a metal frame above.
It sounds like you are working with a non-factory installation and I have
not seen one like you describe. If it were mine, I think I would cut,
grind, break, or burn away the bolts/nuts to get them removed then, when you
put it back together, use the original method of supporting the tank cover
and tank with angle iron cross members.
Sorry, I know this doesn't help your immediate dilemma.
