There are many reasons for loosing control of a car. People do it all 
the time with no trailer, on dry pavement and in daylight.
What did the police report say?
How fast were they going?
Did the driver fall asleep?
Did the driver dodge another car or an animal?
Was the rear of the trailer overloaded (low tongue weight)?
Sounds like something a dealer would say to sell equalizing hitchs.
