Charlie,
 The idea is to make certain that there's "air space" at the top of the
tank, by preventing its being filled beyond 80% capacity. As long as 20%
of the tank remains unfilled, there's room for the liquid to expand
without causing the pressure relief valve to pop open.

I agree on filling tanks in the morning, that applies to your tow
vehicle's fuel tank also.
