I'm having some trouble understanding what bad effect a low voltage could 
have on an electric heating element.  Anything with a motor in it, I can 
see the problem - they have inductive elements.  But, isn't the HWH just a 
resistive heater?  It should simply work less effectively in a low-voltage 
situation - not heat to the desired temperature - but the low voltage 
shouldn't hurt anything.
