I am guessing a little , but I'm fairly sure they were not concerned about
the heating element but the other stuff in the line.  A heating element is
the worst for causing a steady drop in voltage on the end of a bunch of
extension cords..    With several hot water heaters trying to recover from
the mornings showers etc.. the voltage on the end of the line could be
significantly lower than satisfactory....(then a motor tries to start and
all the lights go out...)
