Melanie,
WD40 is a nice lubricant, but for rust removal of a frozen bolt try
Liquid Wrench.  If there is nothing flammable nearby and liquid wrench
doesn't work after several applications and letting it sit for an hour
or two to soak in; try heating with a propane torch.  Now these are just
standard ways of starting out and if they don't work, there are tools
and bolt busting gear that may or may not work, depending on the
location of the nut and bolt.  You may be able to borrow them from a
mechanically gifted friend who works on cars.
