Per Dometic, the 13,500 and 15,000 BTU models require 3500 watts to reliably
start under all conditions.  I have a friend with a Honda EU3000 and a
13,500 Dometic Penguin AC and he can attest to the fact that even a 3000W
occasionally fails to start the AC.  The Yamaha 30iSEB with the boost
feature to 3500W (10sec capability) easily starts the 13500BTU units as the
AC starts and then drops back to between 1500 and 2000 watts in about 1
second.  I have the 30iSEB running on propane (USCarb) and it has never
failed to start the AC or HeatPump modes even running at 10,000ft.  BTW, it
is interesting that the 30iSEB is the quietest of all the whisperquiet
models from either Honda or Yamaha.
