California used to have a rule that you did not have to pay sales tax if
whatever you bought was used or based outside of the state for 90 days.
They recently caught on and changed it to one year.  Now folks are keeping
their new jets and yachts based out of state for a year.  Depending upon
your location you may come up with an address in Nevada or Oregon and not
register it in California.  As soon as you register it in CA the fees and
taxes will be there.  But, it's not like they are wasting your money...
