Rita,

Regarding the sales tax.  You will pay the equivalent rate as a "use 
tax" when you register the trailer in California.

Regarding towing, visit a rally and talk to the participants about 
towing.  Unfortunately, I am not aware of any classes to learn how to 
tow.  Although, there is information available at the RV show at the 
Pomona Fairgrounds in October.

You did not state where in the state you are, perhaps someone in your 
area will have better information.
