[A/S] brakes and Refrigeration

OK I was right in thinking the brakes work as long as they are plugged into the truck and 
if not as long as the battery is on.
   
  When fueling I turn off the propane and when I am clear of the gas station turn it back 
on to run the refrigerator as I know it is run on propane and controlled by the 12 volt 
system.
   
  Is it really illegal to tow with the propane on?  How do you keep the ice cream 
frozen?
