Dick put it better, RV anti freeze comes pre mixed. Adding water will 
only reduce the protection. Same as automotive antifreeze if you go 
beyond a 50/50 mix.
Determining if a system is completely dry is difficult at best. That is 
why a dealer winterize will not only blow out water but then flush it 
with RV anti freeze as well. The risk is water settling in low points. 
Air will sometimes bubble through rather than completely move the water 
out.
