I agree with your interpretation 100%, and have no problem with 
discharging wash water where allowed.  The definition of any 
biological content is not mine, it is the definition adhered to by 
code enforcement authorities, hence the prohibition angainst any 
discharge in most areas.

Again, the responsible "gopher hole" user takes it in the neck for the 
inconsiderate.  The easiest way to keep the idiot from messing things 
up is to just say, "No discharge, no way, no how".  And the blue boy 
becomes the manner of choice.
