Not to get too far afield here, but that is an example of a
pre-exisiting, non-conforming use, usually known as "grandfathered". If
you buy a property that already has an RV set up on it, that is no
guarantee you can set another one up. The laws may state that since the
RV was there at the time the law was passed it is grandfathered and
therefore legal. But, you may or may not be allowed to replace the
existing RV with your own. And if you do, you may be required to put in
a full tilt residential well and septic system. Virgil's building was
probably grandfathered as a commercial building in a residential area,
and to keep the neighborhood from going to hell, they decided only
another puzzle factory would be allowed to move in there. Note that the
NH state motto is "Live Free Or Die".
