I've never seen the thing on that website before, but I remember back
in the 1960's the gasoline and oil trucks all had a length of chain
bolted to the differential housing. It was just long enough to barely
drag the ground to disipate static (static is a bad thing to have on a
rolling molotov cocktail). I seem to remember that they had a
conductive strap for the same purpose. I can see it being helpful if a
particular vehicle has a static problem. I think I'd fasten it farther
under the car though; it looks pretty wierd on the back bumper in
plain site.

Dave, the fringe is to protect the front of the "Toad" (the car
sometimes pulled behind a motorhome) from rocks and debris.
