         Hunter, if your water compartment is like mine, the 3" hole is on 
the right end of the compartment, and has a cover that you can latch shut 
if you wish.  It's meant to let you run your hose up into the compartment 
and connect it, and still be able to shut and lock, if you wish, the 
compartment.  Locking it keeps prying eyes and hands from messing around 
with your setup.
         The only time mine has leaked is when my hose connection is 
leaking.  Other than that, I have no clue, but if it's not your hose, then 
it's not good.
