Hi Hunter,
If your city water compartment is anything like mine, the 3" dial. hole at
the bottom is there to thread the hose up through so you can close the
compartment door when the hose is hooked up. I always stick my hose up
through the hole then make the connection, and then close the door to help
keep critters away from the plumbing connections. Therefore, any leak in the
connection for the hose or the other plumbing stuff in the area will run
down through the hole.
