Hunter,

Just to be clear we are talking about the compartment where you attach 
you water hose to the regulator. There is also a sewer flush fitting and 
a spigot.
If this correct then there are a couple of possibilities for the leak. 
The fitting on the back of the regulator, made by Shurflo, may have 
loosened. This leak would come from the left side of the compartment and 
drain out through the  hose pass up hole. Another, more remote 
possibility, is is if the water heater is mounted above the city water 
hookup it may beginning to leak. This leak would come from above and 
then drain out through the hole.
Getting to the back of the regulator involves removing the panel the 
sewer flush is mounted in. Takes a #2 Phillips screwdriver and patience.
The other, less likely, option would involve replacing the water heater. 
Hopefully not.
