Given those words, that would NOT be my take on the issue.

It's a reasonable assumption that, as a 2004 vehicle, it is still under
original factory warranty.

I expect that, were there not other circumstances and/or factors, GM would
simply supply a REPLACEMENT hitch receiver assembly that would be INSTALLED
by an authorized service provider to REPLACE the defective component(s).

Welded angle iron and other "welds to re-inforce" sounds like a cobbled-up
job done on the q.t.  In their favor, however, I could see this as a
temporary PATCH until parts and authorization are recieved for a PROPER,
permanent fix.

It seems unlikely that GM would claim "ownership" of such a <ahem> PERMANENT
"fix".
