You had said that crossed chains were required in every state you had lived 
in. I was curious as to what states require them and GOOGLE tells me that 
they are required in PA.

I just did a crude search. the only time the word "crossed" appears 
concerning chains is in the PA state rules. Maybe other states describe a 
"crossed" system using other words that my search did not catch.
