While I'm sure you could make your own covers, you can buy them at any
RV supply store. They come in all sizes and a few different colors.
The kind I have are an off-white vinyl covered fabric. They drop over
the top of the wheel and then secure around back at the bottom with an
elastic strap.
I never use these when camping, but when the trailer is parked at home
for several weeks at a time I slip them on. After replacing some UV
rotted tires, I considered the covers to be a good investment.
