It IS true.

A proper lash-up includes a properly loaded trailer.  Done right, trailer
sway does not occur under NORMAL circumstances.

It is the ABNORMAL circumstances (passing semi, emergency/abrupt lane
change, etc) that sway control helps.

Consider it a safety "net".  If your trailer *NEEDS* sway control under
normal conditions, it is not hitched or loaded properly.
