In my 34' Excella, I always try to empty the gray and black water tanks 
but have the fresh water tank full.  The fresh water tank is behind the 
triple axles and helps to counterbalance the weight in front, therefore 
less tongue pressure.  This was noticeable when setting the equalizer 
bars to even the load distribution.  I tow with a F-350, 7.3l diesel and 
everything performs beautifully when set up this way.  So it seems to 
partially depend on where the tanks are.  (Unless someone else can prove 
an error in my thinking.)
