The issue is the swapping of the plates, that is not legal anywhere.
The insurance aspect would be just a way for the insurance company to
get out of a claim. Dealer tags and new car tags are the same as temp
plates.

As far as the trooper letting you go in Texas yes I agree, I would
think you would be better off with no tags than a switched tag. A
switched tag is a obvious attempt to defraud.

I purchased a trailer out of Alabama which had some playing around
with the title go on, it took me a while to get it straight. The title
game was done to avoid pay legitimate taxes. The state of Alabama got
real interested when I sent the a copy of the Bill of Sale with the
correct amount of the sale and they compared it to the sellers bill of
sale. They also found out that the seller had sold enough trailers to
be called a dealer.
