The object of the Fulton, and others like it is to obstruct the coupler 
to keep someone from getting a hitch ball in it and hauling off  your 
trailer. With the padlock you already have you have already got half the 
solution. The other half using an extra hitch ball would be to insert it 
in the coupler before you latch it and lock. And just to be sure 
mutilate the threads on the spare or cut them off.
Just a suggestion.
