More on the gross vs net horsepower: The old gross hp was 
called "brake horsepower" (bhp) which was the bare engine's power at 
the flywheel. 
Net horsepower ratings required that all accessory items required to 
run the engine be installed - the belt-driven water pump, 
alternator, smog pump, egr, power steering and A/C if that was the 
way the engine was offered, stock exhaust, stock intake & air 
filter, etc. 
That, as William says, coupled with emission controls resulting in 
lower compression, retarded ignition timing, etc, saw much 
lower "HP" numbers.
BTW, the advent of the catylic converter was a real boon because it 
allowed most manufacturers to get rid of the smog pumps & exhaust 
gas recirculation, raise compression, and advance the timing back to 
where the engine had a chance of running.
