I'm not an Airstream tech, but I can give you my two cents learned 
from rebuilding my 58 - which is similar to yours.

Since you don't see any "bowing" I wonder if the reason the frame is 
sagging is because its not attached to the frame.  When I replaced my 
floor, the frame is VERY flexible so 1" or so seems to me like it may 
not be attached.

In my case the floor was solid, but not attached - when I jumped on 
the rear bumper, the frame and shell went their seperate ways.  Now 
they don't.

I would imagine that doing the welding will stiffen the frame - I 
would think based on how flexable that frame is - is when you jack it 
up, it will go straight or bow 1" or so the other way.
