[A/S] advice on tow vehicle & A/S lengths

I recently joined your list, hoping I could learn abit about Airstreams
before actually getting one. I am going to be using the trailer for
weekends showing my dogs. I really don't want a MH, have always admired
the Airstreams and hoped to have one someday.

My questions are around wheelbase length of tow vehicles & length of
trailer. I would like to get a 28 foot, either Classic or Safari, and
am wondering if I could safely tow it with a vehicle with a wheelbase of
138 inches (am considering the Ford E350 full size van).

I've seen some guidelines on the net, & they seem to indicate that a
wheelbase of 110 inches is the minimum for the first 20 feet of trailer,
then you need an additional 4 inches per foot of trailer after 20 feet.
Using this formula, I'm about 4 inches or so too short. Is this a
hard and fast rule?

Any advice or thoughts would be appreciated. Thanks!
