David,
      On my 86 I had the same problem. Once you get the screws out there is
a large plug that screws into the tank and the sealer dries out. I cleaned
mine out and used Teflon tape to reseal. Also while there I found a small
leak where the fitting that connects the  petcock to the tank had also
cracked. I went to Lowes and got a nylon barbed fitting and replaced it. One
other thing I did, when I finally got all the screws out I replaced them
with hex head ones.
      On the other side of the belly pan on mine is another access plate. I
removed it and found nothing there.
