[A/S] 1990 Excella Fresh Water Tank

I have a 1990 32' Excella 1000 that I bought last
November.  I went to put water in the fresh water
holding tank for the first time only to find that it
was running out the bottom of the tank as fast as I
could put it in.  It appears there is a metal panel
held in place with several screws and the panel has
holes in it.  The water is leaking through this panel. 
It is on the curb side of the trailer right next to the
plastic petcock that is used for emptying the tank.  

Is this some sort of freeze plug or drain plug in an
access panel?  I tried to remove the metal plate but
the screws are too tight.
