Certainly there are execptions.  However, if there is some sort of
frame/ground connection on the device you are wiring up, ie. the mounting
braket, your car would try and get its ground through your device, to the
ground connection you made, back to the negative battery terminal.

If you are grounding your device at the same point on the frame as the main
negative lead, that is ok.  It's not the same as going directly to the
battery.

It is just a good practice to fuse a ground lead if you go directly to the
negative battery terminal.  Just because nothing happens when you don't fuse
it does not mean its right.
