I think you missed something here.  You should make a solution of 1/4 cup
bleach to one gallon water, then add one gallon of the solution to each 15
gallons of tank capacity.  That would be 1/4 cup bleach for each 15 gallons
or less than a full cup for a 40 gallon tank.  Three gallons of bleach in a
40 gallon tank is WAY WAY too much.
