Joan;

Decals and acrylic paint won't hold well to flat black or primer on a 
vehicle at highway speeds.  Airbrushing is a better method of 
performing artwork on these surfaces.  You could also paint over the 
flat black or primer with a smooth enamel or other form of automotive 
finish quality paint, and then apply decals (should wait for the 
paint to cure tho, which takes up to six months)  As far as using 
artists acrylics, I would not think that they would adhere well 
enough to last long.
