I've seen that, I even took a picture of one at VT. It was from Canada too.

I don't want to start a bad thing here, but in the interest of safety, I 
have heard that Cam Am RV (of Canada)has been known to let inappropriate 
tow combinations out of the yard.  If you are a customer, get a second 
opinion. If you see a rig like that, don't copy it. If it's headed your 
way fast, duck. it's not safe even down hill with a tailwind.
