You can acquire the bulletin by contacting Airstream factory.  I had a 
friend with a '75, 31ft with serious sagging.  He acquired the metal 
frame stiffners from airstream as recommended in the bulletin and 
installed them.  This is no job for sissies.  It amounts to raising both 
ends of trailer, removing axles, and adjusting the jacks to get the frame 
to straighten out from its own weight as it is suspended from both ends.  
When level you attache the stiffiners which required drilling  something 
like twenty five holes into frame and bolting on stiffners.  I believe 
they can also be welded on. If you haven't done so you should have 
someone diagnose your problem and find someone with experience to either
