Mark,
If your "electronic" control is NOT allowing the water to heat properly,
it might be the sensor or the control module.  The water temp setting is
"fixed" on these modules.  My manual does indicate that removing the
module (the module on mine is in the extreme upper right corner of the
water heater enclosure when viewed from the outside door) and cleaning
the connectors with a pencil eraser may solve some issues.  This might
be worth a try.  If this does not help, then service or replacement will
be in order.
