Blair,

Industry code requires an on/off switch for the electric element of a water 
heater. To much chance of it being on with no water in the tank. Instant burn 
out. Both Atwood and Suburban mount a switch on the back of the water heater. 
Some coach manufacturers will add a second one for convenient access.
